ZONING BOARD OF ADJUSTMENT

MINUTES OF THE REGULAR MEET

HELD IN THE MUNICIPAL MEETING ROOM

JULY 11, 2001

 

 

The Regular Meeting of the Wall Township Board of Adjustment was called to order by Chairman Noorigian at 7:30 P.M.  Members present were Chairman Noorigian, Thomas Grasso,  Dominic Cinelli, Mary DeSarno, first alternate Mark Brosnan, second alternate Wilma Morrissey, Attorney Thomas Hirsch, Recording Secretary Betty Schinestuhl, Planning Coordinator Pam D’Andrea, Matt Zahorsky and Reporter Kane.

 

Attorney Hirsch announced that all requirements under the Open Public Meetings Act had been complied with for this meeting and read the purposes of the Board of Adjustment.

 

Chairman Noorigian announced the application for Arthur J. Dube Agency, Inc. – BA#8-2001 has been withdrawn.  The Charles H. and Eileen C. D’Angelo – BA#40-2000 application has also been withdrawn.

 

NEW APPLICATIONS

 

CASE #BA14-2001 Date application complete:  April 19, 2001

 

APPLICANT: JAMES R. PERRINE

 

PROPERTY:  1625 18th Avenue, Block 270, Lot 7.01, R-60 Zone..

 

RELIEF REQUESTED: Variance for front yard setback and size of addition.

 

Attorney Hirsch reviewed the file and stated that the Board had jurisdiction to proceed.

 

Sworn by Reporter Kane:         James R. Perrine

 

Mr. Perrine explained he is proposing to add a porch on the front of his home.  It will be 6’ X 29’.  There will be no roof.  There is a 6’ X 6’ porch now.  It is cement.  The proposed porch will be wood.  It will be an open porch with a railing.

 

Attorney Hirsch asked Mr. Perrine to explain the homes on either side.  Mr. Perrine said the home to the east is a two story single family home.  There is a ranch on the other side. 

 

Attorney Hirsch asked what the adjoining home setbacks are.  Mr. Perrine said the home to the east sets back approximately 20’ further than his.  The home on the other side sets back a few feet from his.  Mr. Perrine said there is a 6’ stockade fence on the east side. 

 

Mr. Perrine explained there is thick buffering on either side of the property. 

 

Mrs. Morrissey stated she visited the site and Mr. Perrine has very nice landscaping now.  She asked if that will stay.  Mr. Perrine said they plan on re-landscaping in front of the porch. 

 

Attorney Hirsch asked how big the lot is.  Mr. Perrine said 1.38 acres.

Attorney Hirsch stated Mr. Perrine is asking for a 29.4’ set back where 50’ is required.  Mr. Perrine said that is correct.

 

The application was opened and closed to the public.

 

Mr. Cinelli moved to approve the application as applied for.  Mr. Brosnan seconded the motion, which was approved by a roll call vote.  (Messrs. Cinelli, Brosnan, Grasso, Noorigian and Mrs. DeSarno and Mrs. Morrissey voted yes.)

 

CASE #BA13-2001: Date application complete:  April 16, 2001.

 

APPLICANT: KATHLEEN AND SALVATORE TARANTO

 

PROPERTY: 2205 Shore Drive, Block 136, Lot 5, 7.5 Zone.

 

RELIEF REQUESTED: Construction of a one-story, 12.6’ X 16’ bedroom .  Variance requested is for building coverage.

 

Attorney Hirsch reviewed the file and stated that the Board had jurisdiction to proceed.

Mr. Taranto explained he is proposing to add a 6’ X 16’ bedroom.  There is now a concrete patio.

 

Attorney Hirsch asked about the coverage.  Mr. Zahorsky explained there is a pre-existing impervious coverage.  The only variance required is for building coverage.

 

Attorney Hirsch asked if Mr. Taranto’s lot was flat.  Mr. Taranto said yes.

 

Attorney Hirsch asked if there were any drainage problems.  Mr. Taranto said no.  Attorney Hirsch asked about the neighbor’s.  Mr. Taranto said he spoke to the neighbors and there are no drainage problems.

 

Attorney Hirsch asked if the home to the left was even with Mr. Taranto’s home.  Mr. Taranto said yes.  Attorney Hirsch asked if the addition would extend pass that home.  Mr. Taranto said yes.

 

Chairman Noorigian asked how close the neighbor’s home is to the property line.  Mr. Taranto said 5’.  It is the same as the Taranto home. 

 

Mr. Cinelli asked about the exterior of the addition.  Mr. Taranto said the home will be sided all around.  It will also have a new roof.

 

Mrs. Morrissey stated the air conditioning unit is in the rear, where will that be moved to.  Mr. Taranto said to the rear of the addition.

Mr. Taranto asked a question regarding the review letter from Bay Pointe Engineering.  He asked about the grading.  Bay Pointe is requesting the grading be indicated on the plan.  Mr. Taranto asked if he needed to have new plans.  Mr. Zahorsky said no, he just needs to indicate the grading on the existing plans.

 

Mr. Brosnan moved to approve the application subject to submitting the plan indicating the grading.  Mrs. Morrissey seconded the motion, which was approved by a roll call vote.  (Messrs. Brosnan, Grasso, Cinelli, Noorigian and Mrs. Morrissey and Mrs. DeSarno voted yes.)

 

MINUTES TO BE ADOPTED: Mrs. DeSarno moved to approve the minutes of the Regular Meeting of June 20, 2001.  Mr. Brosnan seconded the motion which was unanimously approved.

There being no further business to come before the Board, a motion was made, seconded, and unanimously approved to adjourn the meeting at 8:05  P.M.
