ZONING BOARD OF ADJUSTMENT
MINUTES OF THE REGULAR MEET
MARCH 6, 2002
The Regular
Meeting of the Wall Township Board of Adjustment was called to order by
Chairman Clayton at 7:45 P.M. Members
present were Chairman Clayton, Vice Chairman DeSarno, Dennis Noorigian, Ralph
Addonizio, Dominick Cinelli, Anthony Rembiszewski, first alternate Mark
Brosnan, second alternate Wilma Morrissey, Attorney Hirsch, Planning
Coordinator Pam DAndrea, Recording Secretary Betty Schinestuhl, Engineer Matt
Zahorsky, Planner John Maczuga and Reporter Arnone.
Attorney Hirsch
announced that all requirements under the Open Public Meetings Act had been
complied with for this meeting and read the purposes of the Board of Adjustment.
Chairman Clayton
announced there are three applications on the agenda this evening. Plasti-Clad has been carried to May 1, 2002
and Samantha Jace has been carried to April 10, 2002.

John Mattone was
sworn.
Attorney Hirsch
reviewed the file and stated the Board had jurisdiction to proceed.
Mr. Mattone said
he was proposing the 5 fence because he has two children. He wanted the 5 fence to keep them in the
yard. He said the 5 fence drops to 4. He said a portion of the fence will be 5
and a portion will be 4. He said his
property is located on a corner lot. It
is about 50 from Belmar Boulevard.
Attorney Hirsch
asked what percentage of the fence would be 4 as opposed to the 5. Mr. Mattone said it is a gradual slope.
Attorney Hirsch
said according to the photos submitted with the application the applicant is
proposing the Springfield fence.
Attorney Hirsch said the only portion of the fence that is 5 is the
post. Mr. Mattone said that is correct. Mr. Mattone said just the top of the post is
5. Attorney Hirsch said most of the
fence in the middle is 4, just the top of the post is 5. Mr. Mattone said that is correct.

Chairman Clayton
asked how far the fence would be from the property line. Attorney Hirsch said it is a corner lot. The frontage is both on Ambassador and Belmar
Boulevard. Attorney Hirsch asked if the
5 portion would be on the two front yards.
Mr. Mattone said yes.
Attorney Hirsch
said there is a very substantial setback from Belmar Boulevard and Ambassador
Court. He said a vast majority of the
fence is 4 and open.
Mr. Zahorsky
said approval should be conditioned on the fence not being in the site
triangle.
Attorney Hirsch
asked what was on lot 42. Mr. Mattone
said a house.
Attorney Hirsch
asked where does that house face. Mr.
Mattone said Belmar Boulevard.
The application
was open and closed to the public.
Mr. Brosnan
moved to approve the application. Mr. Addonizio
seconded the motion which was approved by a roll call vote. (Messrs. Brosnan, Addonizio, Cinelli,
Noorigian, Mrs. DeSarno and Mr. Clayton voted yes. Mr. Rembiszewski and Mrs. Morrissey voted no.)
MINUTES TO BE ADOPTED:
Mr. Noorigian moved to approve the minutes of the study sessions and
regular minutes of February 20, 2002.
Mr. Cinelli seconded the motion, which was unanimously approved.
Attorney Hirsch
read the annual report for 2000. Mrs.
DeSarno moved to approve the annual report for 2000. Mr. Rembiszewski seconded the motion, which was unanimously
approved.
There being no
further business to come before the Board, a motion was made, seconded, and
unanimously approved to adjourn the meeting at 8:05 P.M.
