Dear Commissioner Doria, Ms. Vandenberg and Governor Corzine:

I am a resident of Wall Township in Monmouth County, New Jersey.  As a result of numerous public meetings held by our Township Committee and Planning Board regarding COAH's new rules and the requirement that we must submit a "Fair Share Plan" to COAH by the end of the year, even though all the rules have not been adopted, I wish to express my feelings that the rules and the plan adoption process do not make any logical sense.

Wall Township has supported and continues to support the reasonable construction of affordable housing units in balance with the existing and expected development within the Township.

Even though our Township will be submitting a "Housing Plan Element & Fair Share Plan" in accordance with the COAH rules as adopted and expected to be amended, I believe that:

  1. The rules are impractical;
  2. The rules are based upon inaccurate data;
  3. The rules are punitive to municipalities and private land developers alike;
  4. The rules are inconsistent with the State Plan and DEP regulations;
  5. The rules will negatively impact the State's economy; and
  6. The rules impose substantial burdens on the taxpayers in contradiction to the requirement of the "Fair Housing Act" which prohibits COAH from forcing municipalities "to raise or expend municipal revenues in order to provide low and moderate income housing."

  Very truly yours,
